Exterior dimensions shall be used to determine plan review fees of all areas on all levels including but not limited to finished and unfinished basements, garages, decks, covered patios, conditioned floor space, three season rooms, and unfinished bonus rooms. Exception: Attic space of single family homes unless accessed by a permanent stairway. In this instance only the proposed room area shall be counted. Exception: Only the ground level of accessory structures shall be used to determine plan review fees where structure either meets zoning maximum building height or is not accessed by a permanent stair. (C) Permits - third parties. The building official shall have the right to have permits and plans reviewed and inspections performed for code compliance by a third party consultant and all costs shall be borne by the owner of the building or structures.
