(A) The City Clerk/Treasurer is authorized and directed to set up in the books of the city a separate accounting system to handle all funds relating to the operation of the water and waste collection systems of the city.
(B) The City Clerk/Treasurer is authorized and directed to set up the necessary bank accounts to handle any and all funds derived in connection with the operation of the water and waste collection systems of the city.
