§ 93.01 REGULATIONS ON USE.
   (A)   The following rules and regulations are established for the use of municipal parks in the city.
      (1)   Rule 1: Membership. Membership cards will be sold to city residents and nonresidents, $10 per year. ($10 fee for residents shall be covered by ad valorem taxes).
      (2)   Rule 2: Registration. All persons must register, during weekdays, with the City Clerk/Treasurer, who will issue a card, listing the person's name and time and date when permitted to use the basketball, tennis, and horseshoe courts. (City Clerk/Treasurer's office open 8:00 a.m. to 2:00 p.m. Monday through Friday).
      (3)   Rule 3: Time limit. A one-hour time limit is set for each pass holder (if someone is waiting with a card).
      (4)   Rule 4: Public meetings. No person or persons, except with the written permission of the Wilder Recreation Commission, shall hold or attend any public meetings, discussion, debate, picnic, or gathering of any kind on or within park property; except that family parties or small groups of picnickers will not be required to obtain such written permission.
      (5)   Rule 5: Concerts. No person or persons, except with the written consent of the Commission, shall play on or operate any musical instrument or hold any musical concert on or within park property.
      (6)   Rule 6: Flags. No person or persons, except with the written consent of the Commission, shall display any banner, flag, target, sign or device for advertising or other purpose on or within park property.
      (7)   Rule 7: Parades. No person or persons, except with the written consent of the Commission, shall engage in any parade, drill or procession of any kind on or within park property.
      (8)   Rule 8: Races. No person or persons shall engage in, or in any way be party to, any races of any kind, whether between animals, bicycles, motorcycles, automobiles, or vehicles of any kind or otherwise on or within park property. Bicycles are to be parked in bicycle rack.
      (9)   Rule 9: Damage and refuse.
         (a)   No person or persons shall take, carry away, disturb, molest, destroy, mar, deface, mutilate, mark, or damage anything on or within park property.
         (b)   No person shall drop or throw paper, lunch boxes, refuse, or litter on or within any park property, but shall place the same in receptacles provided for such purposes. No glass containers are permitted on tennis and basketball courts.
      (10)   Rule 10: Baseball and golf. No person shall throw or bat a hard ball, or drive, putt, or play with a golf ball, except at such places as are set aside therefor by the Commission.
      (11)   Rule 11: Sales. No person shall sell or expose anything for sale within the park properties or on any sidewalk bounding such properties except with written permission of the Commission.
      (12)   Rule 12: Animals.
         (a)   No animals shall be permitted within improved picnic or play areas.
         (b)   No horses shall be permitted in parks unless trails for that purpose have been provided.
         (c)   No person shall take a dog on or within any park property unless the dog is held by leash, chain, or cord, nor shall any person permit any animal of any kind to run at large on or within park properties, nor shall any animal be tied to any tree, plant, or shrub.

      (14)   Rule 14: Fires. No person, other than employees, shall light, make, or use any fire within park properties, or close to any park fence, gate, or other structure, except in fireplaces provided therefor, unless written permission is obtained from the Commission and the fire chief.
      (15)   Rule 15: Liquor. No person shall take into or make use of any alcoholic beverages on tennis or basketball courts.
      (16)   Rule 16: Speed. No person shall drive any vehicle over park property except the roadways provided for this purpose and on such roadways only at a reasonable speed in view of all the circumstances and in a careful manner; speed in excess of 15 miles per hour on roads within parks shall be prima facie evidence of reckless driving.
      (17)   Rule 17: Closing time. The park shall open at 7:00 a.m. and close at dusk daily and no one shall be in the park after that hour except upon special permit of the Commission. A suitable sign shall be erected at the entrance so as to inform the public.
   (B)   Any person violating any of the rules listed above concerning the use of municipal parks in the city shall be deemed guilty of a misdemeanor and, on conviction, shall be fined not less than $1 nor more than $100 for each offense.
