§ 91.01 PROHIBITION AGAINST DOGS RUNNING AT LARGE.
   (A)   It shall be unlawful for an owner or keeper of any dog, licensed or unlicensed, to permit the dog to leave or be beyond the premises upon which the dog is usually kept, except when accompanied and controlled by the owner or keeper or some responsible person acting for the owner or keeper; and when so accompanied the dog must be secured by means of a collar or harness, with chain or leash attached thereto, and held by the owner, keeper, or person acting for the owner or keeper.
   (B) Should any dog that is beyond the premises upon which the dog is usually kept, regardless of whether the dog is with or without the owner or keeper, cause harm to or threaten the safety of a person, a persons' property, or the domestic animal of another person, the owner of that dog shall be responsible for any and all damages that are caused by the dog.
   (C)   Any dog that is outside the premises upon which it is normally kept and causes harm to a person or a person's domestic animal shall be labeled as a vicious animal. Within 30 days of receiving notice from an official of the city or duly appointed animal control person that a dog has been identified as a vicious animal because of a violation of this chapter, the owner of a vicious animal shall be required to do each of the following:
      (1)   Provide proof to the City Clerk of public liability insurance in the amount of at least $25.000 insuring the owner for any personal injuries inflicted by the vicious animal;
      (2)   Except when being transported in and securely confined within a vehicle, no vicious animals shall be permitted off the premises of its owner except when it is attended by its owner and is restrained by a collar and leash of sufficient strength and muzzled by sufficient means to prevent it from biting a person or domestic animal; and
      (3)   Post a sign, using the works "Beware of Dog" or "Beware of Dangerous Animal", in a prominent place easily viewable by the general public on the premises in which the vicious animal is kept.
   (D)   All dogs are required to be registered with the County and shall have a county tag. This tag can be purchased at the County Administration Building at 11th and Monmouth Streets.
