§ 90.03 DEPOSITING OR DUMPING MATERIALS ON PUBLIC OR PRIVATE LAND.
   (A)   It shall be unlawful for any person or entity to throw, scatter, dump, or deposit, or cause the throwing, scattering, dumping, or depositing of any waste, dirt, filth, rubbish, or any matter or material of any kind whatsoever on any of the streets, highways, public ways, or on any public or private property within the city, except with the permission of the owner of the private property and after having permission of the owner of the private property and after having obtained a written dumping permit from the Zoning Administrator of the city.
   (B)   Except in established sanitary waste fills and junk yards, the dumping or depositing of material on private land shall be limited to the dumping or depositing of clean soil or fill not containing any other materials such as wood, bricks, paper, trash, and the like except for that type of fill.
   (C)   Any person or entity who violates any of the provisions of this section, on conviction, shall be guilty of a misdemeanor and shall be fined not less than ten dollars ($10) nor more than five hundred dollars ($500) for each conviction. Each day of violation shall constitute a separate offense.
