Except as otherwise authorized by a special traffic light or traffic sign, it shall be unlawful for the operator of a vehicle to enter an intersection against a red traffic light; provided that police and fire patrol, ambulances, and fire apparatus shall, in all cases of emergency while being operated as such, have the right-of-way with due regard for the safety of the public.
