All persons with properties located in the City and situated within five hundred feet (500') of a trunk or lateral line which can reasonably be served without the installation of an additional pump or lift station are required to connect to the sanitary sewer facilities of the City. However, if the City Engineer determines in writing that a mandatory connection would be unreasonable, the Council may expressly exempt such property from the provisions of this section.
