(A) Zoning regulations.
(1) There are hereby zoning regulations for the city which shall be designated as “Zoning Regulations for the City of Wilber.” These zoning regulations were created in accordance with the city’s comprehensive development plan designed to accommodate and anticipate long-range future growth based upon population and economic projections for the community.
(2) These zoning regulations shall regulate and restrict the following:
(a) The height, number of stories and size of buildings and other structures;
(b) The percentage of lot that may be occupied;
(c) The size of yards, courts and other open spaces;
(d) The density of population; and
(e) The location and use of buildings, structures and land for trade, industry, residence or other purposes in the city, and an area extending up to one mile from the corporate limits thereof.
(3) These zoning regulations shall regulate and restrict the erection, construction, reconstruction, alteration, repair or use of buildings, structures or land in the city, and an area extending up to one mile from the corporate limits thereof, to divide the said city and an area extending up to one mile from the corporate limits thereof, into zoning districts and providing for the boundaries of said districts and the manner in which said districts shall be determined, established and enforced, and from time-to-time amended, supplemented or changed.
(4) Further, these zoning regulations shall make certain exceptions; create the office of Zoning Administrator and the Board of Adjustment; and provide for the enforcement of and the penalties for the violation of any of its provisions.
(5) The zoning regulations are adopted for the purpose of promoting health, safety, morals and general welfare of the community and are incorporated by reference as if adopted in full herein. One copy of the zoning regulations shall be kept on file with the Municipal Clerk and available for inspection by the public during office hours.
(B) Zoning map. The city hereby has a zoning map and an extraterritorial jurisdiction map for the purpose of dividing the city’s jurisdiction into zoning districts.
