No person shall occupy any mobile home outside an approved mobile home park. A modular home may be occupied for business or residential use outside a mobile home park when mounted upon a permanent type foundation and, as such, shall conform to all applicable requirements of the Building, Electrical, Plumbing and Zoning Codes and all other applicable codes and ordinances of the city. Mobile homes may be used as field offices during construction. Mobile homes may be displayed for sale on approved mobile home sales lots or at mobile home manufacturing plants, one of which may be used as a sales office only and not a residential unit.
