(A) Any person desiring to commence or proceed to erect, construct, enlarge, alter, repair, improve, remove, convert, demolish or relocate any building or dwelling, or cause the same to be done, shall file with the Utilities Superintendent an application for a building permit. The application shall be in writing on a form to be furnished by the Utilities Superintendent for that purpose. Every such application shall set forth the legal description of the land upon which the construction, relocation or demolition is to take place, the nature of the use or occupancy, the principal dimensions, the estimated cost, the names of the owner, architect and contractor and such other information as may be requested thereon. Applications shall be accompanied by one set of building plans. If a variance is required, appeal must be made to the Board of Adjustment. The Utilities Superintendent will be responsible for the issuing of building permits, collection of permit fees and ensuring the repairing, remodeling or new construction is in compliance with zoning district regulations and all adopted city building and housing codes.
(B) Fees payable upon a permit granted for the work listed as above set forth shall be based on the estimated costs as follows.

(C) Permits are also required on the following items, and the fees for each are as follows.

(D) The following repairs and remodeling to structures are exempt from obtaining permits and payment of any fees therefor: replacing of storm doors or windows (unless structure is altered); replacing gutters or shingles; painting; wallpapering; carpeting; and re-roofing of structures; provided, however, that if a flat roof is being pitched, then a permit is required and payment of fees required in accordance with the above schedule of fees based on estimated costs as set forth above.
