§ 72.16 MAIN STREET AND LIBRARY PARKING LOTS.
   (A)   Parking permitted. Parking of automobiles, trucks, motorcycles, bicycles and trailers shall be permitted and allowed upon the paved area of the parking lot adjoining the east side of Main Street and located between Third Street and Fourth Street in the city, and upon the paved area provided for parking located southwest of the Dvoracek Memorial Library in said city, in accordance with the provisions hereof.

   (B)   Requirements. All vehicles shall be parked between the lines designating the respective parking stalls. Any vehicle being either wider or longer than the designated automobile parking stall shall be parked in the stalls designated the respective parking at the south end of said parking area. Entrance to said parking area shall be designated by signs to be erected by authority of the City Council. Vehicles shall not be backed out from said parking area onto Main Street.

   (C)   Leaking cargo. No truck shall be parked or permitted to stand upon said area if the cargo or contents of such truck, or any part thereof, drop, sift, leak or otherwise escape onto the parking area.

   (D)   Speed limits. No vehicle shall be operated or driven upon said area at a rate of speed in excess of ten mph and in no event at a rate of speed that is not reasonable and proper under the circumstances.

   (E)   Enforcement. The municipality and all traffic officers are hereby authorized, empowered and ordered to exercise all powers and duties with relation to management and regulation of parking and traffic upon said parking area and to direct, control, stop, restrict and regulate and, when necessary, temporarily divert or exclude, in the interest of public safety, health and convenience the parking of vehicles upon said area. The City Council shall cause to be posted such signs as are deemed appropriate in accordance with the terms of this section directing use of said parking area. Failure to observe all lawful orders of said traffic officers of the city or said signs so posted shall be punishable as a violation of this chapter.
