No vehicle shall be stopped or parked in any alley within the city except for the purpose of being loaded or unloaded, which said purpose shall be limited to not more than 30 minutes at any one time. Every vehicle while being loaded or unloaded in any alley within the city shall be parked in such manner as will cause the least obstruction possible to traffic in such alley.
