As a tariff of rates based on monthly consumption by each consumer of current from the electric light plant and distribution system of the city, the following schedules are hereby established.
(A) Service within corporate limits. For all residential retail electric customers located within the corporate limits of the city:

Demand charge (#37): For lights, single-phase and three-phase motors and apparatus of five horsepower or less, no demand or horsepower charges will be made. For motors or apparatus from five to ten horsepower, a charge of $2.42 per horsepower per month will be made. For motors and apparatus over ten horsepower, a demand meter will be installed by the city, and a charge will be made of $6.39 per K.W. for the highest K.W. demand placed on the city's electric system for a 30-minute interval during a one month billing period. | |

Determination of maximum demand: The maximum demand for any billing period shall be the highest integrated load during any 30-minute period occurring in the billing period for which determination is made. |
(E) Municipal uses. Service to the city shall be measured and bills shall be rendered to the various departments of the city, and paid in accordance with rates fixed and established as follows:

(F) Time bills payable. All bills for electric service furnished by the city shall be due on the tenth day of each month, shall be delinquent if not paid by the twentieth day thereof and shall be subject to a late charge of $10 if not paid by the twentieth day thereof.
(G) Temporary service.
(1) Temporary service shall be supplied in accordance with the established rates except that the consumer shall pay in addition to the established rates for service, the total cost of connecting and disconnecting service less the value of materials returned to stock.
(2) A deposit in advance may be required for the full payment of the estimated bill for service, including the cost of connection and disconnection.
(H) Restrictions on motor loads.
(1) All motors of more than five horsepower, manufacturer's rating, shall be three-phase. Full voltage starting of three-phase motors larger than seven and one-half horsepower, manufacturer's rating, will not be permitted except by special permission of the city.
(2) Soft-starting or reduced voltage starting equipment must receive the approval of the city before such installations are connected for service.
(I) Service deposits.
(1) Anything in this chapter notwithstanding, the applicant for electric service shall be required to accompany his application with a service deposit in such sum as may be established by the Mayor and City Council by resolution.
(2) The Mayor and City Council are hereby authorized and empowered, from time to time, to establish such service deposit rates for various types and classes of users.
