§ 54.03 CONSUMER’S APPLICATION.
   Every person or persons desiring electrical service must make application therefor to the Utilities Superintendent. Any applicant shall be required to make a utilities service deposit in such amount as set forth in § 50.05. Electric service accounts shall be deemed to be delinquent if not paid within ten days from the due dates thereof. Upon approval of any consumer’s application, the consumer shall be required to pay to the municipality a $10 initial connection fee. The system shall not supply to any person outside the corporate limits electrical service without special permission from the governing body; provided, that the entire cost of wire, installation and other expenses shall be paid by the consumer. Nothing herein shall be construed to obligate the municipality to supply electrical service to nonresidents.
