§ 51.05 OBSTRUCTION OR POLLUTION OF RESERVOIRS, TRENCHES, PIPES PROHIBITED.
   (A)   No person shall throw or cast any substance into any reservoir, well, trench, pipe or drain used in and necessary for the construction, maintenance and operation of the town waterworks, which substance shall tend to fill up such reservoir or fill up or obstruct the flow of water in any such stream, trench, pipe or drain. No person shall throw or cast into any such place any such filthy or other substance that shall tend to pollute the water therein. All discontinued and abandoned wells shall be capped as required by the Town Council, by C.R.S. § 37-91-110 and by the rules and regulations promulgated by the State Board of Examiners of Water Well Construction and Pump Installation Contractors.
   (B)   The employees of the town, in the discharge of their duties under this chapter and for any purposes concerning the administration of the water system of the town, including the reading and inspection of water meters, shall have the right and authority to enter upon any premises to which water is being supplied by the town.
