Rules of construction of language include the following:
(A) The particular controls are general;
(B) In the case of any difference of meaning or implication between the text of these regulations and the captions for each section, the text shall control;
(C) The word “shall” is always mandatory, and not directory. The word “may” is permissive;
(D) Words in the present tense include the future, unless otherwise indicated; and
(E) Words used in the singular form include the plural, and words used in the plural form include the singular, unless the context clearly indicates the contrary.
