(A) The restraint and punishment of loitering by juveniles through the imposition of curfews applicable to juveniles will discourage juvenile delinquency. This is a matter of local concern and a proper exercise of the town’s general police powers.
(B) The town has four state interests which justify a curfew applicable to juveniles:
(1) The protection of children from each other and from other persons on the street during nighttime hours;
(2) The protection of the public from nocturnal mischief by juveniles;
(3) The reduction of juvenile criminal activity; and
(4) The enforcement of parental control of and responsibility for their children.
