(A) (1) All dogs and cats within the town shall be licensed and registered each calendar year and shall bear a license tag issued by the Town Clerk.
(2) There shall be a license fee paid to the Town Clerk as set from time to time by the Board of Trustees.
(3) License tags shall not be transferable from one dog or cat to another, and the license fee shall be nonrefundable.
(B) Before a license tag is issued by the Town Clerk, the owner of the dog or cat shall provide written evidence that the dog or cat has been vaccinated by a licensed veterinarian with an anti-rabies vaccine some time within the two-year period preceding the expiration date of the license and registration to be issued.
