§ 54.03 PERMIT REQUIRED TO MAKE CONNECTION WITH AND USE OF SEWER SYSTEM.
   No unauthorized person shall uncover, make any connections with, open into, use, alter or disturb any sanitary sewer or appurtenance thereof, without first obtaining a written permit therefor.
