The enforcement officer shall account for all costs and expenses for labor and materials incurred by the city with regard to the demolition of the structure. The accounting made by the enforcement officer shall be verified under oath. Each owner of the structure shall be jointly and severally liable to the city for reimbursement of such costs and expenses, plus interest thereon at the legal rate of 8% per annum.
