In the event the owner shall fail to cure and remedy the noted deficiencies in the written notice within the time as set forth in such written notice, the enforcement officer is authorized, empowered, and directed to cause the structure to be demolished, provided that in the event the owner has made written demand for a hearing before the City Council within the 30 day period, any action of the enforcement officer is stayed pending the outcome of the hearing before the City Council.
