All citizens within the city limits of the city must display their house numbers in a prominent place on the front of their house, after the numbers are assigned in accordance with the 911 system. House numbers must be at least three inches in height and must be situated and located on the front portion of the residence, so as to be clearly visible from the street and road and not obscured by any portion of the house, porch, shrubbery, or any other obstacles to vision.
