§ 96.01 ESTABLISHMENT OF 911 SERVICE.
   (A)   The city, by and through its Mayor is hereby authorized and empowered to enter into an agreement with the telephone company to establish and operate an Enhanced 911 Emergency Telephone (E911) service.
   (B)   Pursuant to KRS 65.760(3), in order to fund the establishment and operation of the E911 service, an E911 service charge is hereby levied in a sum determined from time to time as necessary by the City Council per telephone subscriber per month, on an individual exchange line basis in accordance with the terms of the agreement herein above authorized.
   (C)   The telephone company is hereby authorized to collect the E911 service charge from the telephone subscribers and shall be entitled to a fee for billing and collecting the E911 service charge in an amount not to exceed 1% of the total amount collected.
   (D)   The city, by and through its Mayor, is hereby authorized and empowered to enter into an Interlocal Cooperation Agreement with the Kentucky Police (KSP) for the establishment and operation of a Public Safety Answering Point (PSAP) at the Kentucky State Police Post at Mayfield.
