§ 72.03 LIMITATIONS OF STOPPING AND PARKING.
   (A)   It shall be unlawful for the operator of any vehicle to stop or park such vehicle except in a case of real emergency or in compliance with the provisions of this traffic code or when directed by a police officer or traffic sign or signal at any time in the following places:
      (1)   On the mainly-traveled portion of any roadway or on any other place in the roadway where vehicles stand in any manner other than as specified in § 72.02.
      (2)   On a sidewalk.
      (3)   In front of sidewalk ramps provided for persons with disabilities.
      (4)   In front of a public or private driveway.
      (5)   Within an intersection or on a crosswalk.
      (6)   At any place where official signs prohibit stopping or parking. This does not apply to police officers when operating properly identified vehicles during the performance of their official duties.
      (7)   Within 30 feet of any flashing beacon, traffic sign, or traffic-control device.
      (8)   On any controlled access highway.
      (9)   Within a highway tunnel.
      (10)   Within 15 feet of a fire hydrant.
      (11)   In an area between the roadways of a divided highway.
      (12)   No person shall move a vehicle not lawfully under his or her control into any such prohibited area.

   (B)   (1)   No person shall stop a vehicle, leave it standing, or cause or permit it to stop or to be left standing upon the main traveled portion of a highway or street within the city limits, provided, however, that this section shall not be construed to prohibit parking off the main traveled portion of a highway or street in the city. This section shall not apply to a vehicle that has been disabled while on the main traveled portion of such a highway or street in such a manner and to such extent that it is impossible to avoid the occupation of the main traveled portion or impracticable to remove it from the highway or street until repairs have been made or sufficient help obtained for its removal and shall not apply to wreckers at the scene of accidents or emergency vehicles.
      (2)   Whenever any police officer finds a vehicle standing upon such a highway or street in violation of division (A) of this section, the officer may move the vehicle or require the operator or other person in charge of the vehicle to move it to a position off the paved or improved or main traveled part of the highway or street.
      (3)   No person shall move a vehicle not lawfully under his or her control into any such prohibited area.
      (4)   Where parking is permitted off the main traveled portion of a highway or street and the parking area is marked off or laid out indicating the place and manner of parking, any vehicle parked or stopped within the parking area shall be parked in such a manner that the vehicle so parked shall be within the traffic lines governing the parking area.
      (5)   Any person operating a vehicle on the highways and streets of the city shall operate the vehicle having due regard for the safety and welfare of the traveling public and shall observe all stop signs and traffic control devices.
      (6)   As used in the section, the word STREET shall include all alleys within the city.
      (7)   Any person who violates any of the provisions of this section shall be fined as set forth in § 72.99. All revenue derived under this section shall be credited to the general fund for general operating expenses.
