It shall be unlawful for any person, individual, corporation, or company residing in the city to use or operate any automobile or motor vehicle for pleasure, hire or business, within the limits of the city, without first having obtained a license to use and operate the same and paid the necessary license fee therefor, as hereinafter provided. Such license shall also be required of all persons, individuals, corporations or companies residing outside the city limits and owning and operating or causing to be operated any automobile or motor vehicle upon and over the streets thereof in connection with a business conducted, or regular occupation followed within the city limits, or as a means of conveyance to and from a position, job or labor for which remuneration is received from such business or occupation in the city.
