(A) The City Council shall advertise for bids for a franchise for the collection of solid waste for the city and to any and all users of city water outside the city limits.
(B) The franchise shall include all residential, commercial, business, industrial, professional and institutional properties within the city.
(C) Bidders for the franchise shall make an assessment of all commercial, business, industrial, professional and institutional needs in terms of volume and frequency of pickup for each property and shall submit bids either based on individual properties or categories of properties or both.
