The services of the gas system shall be deemed to be furnished to the occupant of the premises receiving such services and shall be deemed an obligation of the occupant of any such premises. The services of the gas system shall be given to any premises only upon written application therefor, made by the owner or occupant. Such application shall be made to the proper representative of the city and shall be upon a form to be supplied by him.
