(A) No officer or employee of the city including the Mayor or Council persons shall use any public time, funds, personnel, equipment, or other personal or real property for his or her private gain or for the private gain of any other person, unless the use is authorized by law.
(B) Penalty for the violation of this section will be the immediate cessation of the violation and possible suspension without pay up to or equal to the value received by the violation as the Enforcement Committee may deem appropriate.
