Whenever it is desirable or necessary in the judgment of the city to interconnect existing segments or extensions of the water system, and no application for such interconnection or extension has been made to the city, the city may order and authorize such interconnection and extension of the existing water mains, and the city shall be reimbursed for such interconnection and extension, including all labor and materials, as provided in § 50.085, by the adjacent property owners, and by each of said property owner paying his or her proportionate share of said cost at the time he or she makes application to use and connect to said interconnection and extension.
