(A) Any person or persons making such application shall agree as a part of such application to pay the city a fee or charge for engineering approval and inspection of such proposed water main into the water system according to a price schedule determined at the start of the construction season.
(B) The initial charge at the date of the adoption of these rules and regulations shall be on the basis of $0.30 per lineal foot. The payment of such charge or fee is to be made upon approval of said application and before said connection is made.
