§ 91.082 NEIGHBOR CONSENT.
   The applicant must be responsible for providing notification to the neighbors immediately adjacent to the property of their intent to keep chickens. For purposes of an urban chicken license, adjacent property means all parcels of property that the applicant's property comes into contact with at one or more points. This notification will be distributed in the format provided by the city. Written consent from all of the immediately adjacent properties is required for issuance of an urban chicken license and must be submitted to the city. If a neighboring property is vacant, permission will still need to be obtained by the property owner. The failure of a neighboring property owner to respond, or to obtain written consent does not constitute consent.
