An annual budget for the calendar year shall be prepared and adopted in the manner hereinafter provided. Said budget shall state in detail the proposed expenditures of the city for the following calendar year. The budget shall not only specify the expenditures required for each department, but shall specify the items for which the expenditures are to be made from the total amount stated for each department.
