All persons are hereby prohibited from throwing or depositing on or upon any street, roadway, alley, highway, sidewalk, public parks, parking areas, or buildings, or places which are open to the public, any garbage, glass, bottles, tin cans, or other litter of any kind or description. An exception is hereby made for people leaving garbage or trash on their own premises for the purpose of being collected by the city garbage collector.
