No person shall intentionally cause serious public inconvenience, annoyance, or alarm to any other person or create a risk thereof by:
(A) Engaging in fighting or in violent or threatening behavior;
(B) Making unreasonable noise;
(C) Disturbing any lawful assembly or meeting of persons without lawful authority;
(D) Obstructing vehicular or pedestrian traffic; or
(E) Loitering or wandering upon the streets or from place to place without apparent reason or business, and who refuses to identify himself or herself and account for his or her presence when requested by any law enforcement officer to do so, if surrounding circumstances are such that indicated to a reasonable person that the public safety demands such identification.
