The collector shall be compensated for his or her services by being given the right and duty to solicit from, and collect and deposit, garbage and rubbish, and retain from those in charge of the family and commercial units of the city the collection fees as provided in § 52.20, and it is the intention hereof to make the collection removal and disposal of garbage and rubbish within the city compulsory and universal.
