§ 113.01 COMMON COUNCIL MAY ADOPT SYSTEM FOR COLLECTION AND DISPOSAL.
   The Common Council of the city shall have the power and duty to provide for the removal of garbage and rubbish by either system provided for in this code of ordinances.
