An applicant may apply to the city for an operating agreement for a full-service restaurant on-sale license. The applicant shall provide sufficient documentation to the city to prove that the primary source of revenue from the operation of the restaurant will be derived from the sale of prepared food and non-alcoholic beverages, and not from the sale of alcoholic beverages. The supporting documentation concerning the primary source of revenue submitted to the city shall be deemed confidential and shall not be available for inspection by the general public.
