The owners shall be entitled to regain possession of any impounded animal upon the payment of the fees and charges provided for in this subchapter. Any animal impounded under the provisions of this chapter and not reclaimed by its owner within three days may be destroyed by the Chief of Police, police officer, or animal control officer, or placed in the custody of some person deemed to be a responsible and suitable person to be the owner of such animal. The Chief of Police, police officer, or animal control officer may destroy any sick or injured animal which has been impounded without holding it for three days if its condition is such as makes its earlier destruction necessary or desirable.
