§ 91.037 RESTRAINT.
   (A)   An owner shall keep his or her animal in restraint at all times and shall not permit such animal to be at large off the premises or property of owner, unless under the control of a competent person.
   (B)   It shall be a public nuisance for any owner to keep or have within the city limits a dog, animal of the dog kind, or fox that chases, snaps at, or attacks pedestrians, other animals, bicyclists, or vehicles, or turns over garbage containers, damages gardens, flowers, or vegetables, or otherwise destroys property.
   (C)   If any animal bites or attempts to bite any person while such animal is at large, then such animal shall be conclusively presumed to be a dangerous animal or of dangerous propensities and tendencies.
