Such junk motor vehicles which are parked on the highways, streets, alleys, or private grounds of the city are hereby declared to be public nuisances, and the Chief of Police shall place written notice on the vehicle that it will be removed unless the owner removes the vehicle within 48 hours after the giving of the notice. Upon the expiration of the 48 hours, the Chief of Police shall cause the same to be removed, and the owner of said vehicle shall pay the cost of towing and storage of said automobile, in addition to the fine and penalty herein provided, before possession is returned to the owner. The Chief of Police shall give notice of towing by certified mail to the registered owner, and if the motor vehicle is not reclaimed within 30 days and the towing and storage charges paid in full, then in that event, the city or the owner of the storage yard may dispose of said vehicle, and any proceeds in excess of the towing and storage charges shall be applied to the General Fund of the city.
