If the occupant, person in charge, or owner of any lot fails to cut weeds, noxious vegetation, or overhanging limbs upon any such lot as required, the city may cause such weeds, noxious vegetation, or overhanging limbs to be cut, and for such weeds, noxious vegetation, or overhanging limbs to be cut, and for such purpose may enter any such lot or parcel of land.
