(A) The Common Council shall hold regular meetings on the first and third Monday of each and every month of the year at the City Hall at the hour of 5:30 p.m.; provided, however, that whenever any such meeting date shall be a legal holiday, then such meeting shall be held on the first work date following said holiday at 5:30 p.m.
(B) Any regular meeting may be adjourned from day to day. All bills shall be submitted for approval and payment at each regular meeting each month.
