Any person that feels he or she has been aggrieved by any decision of the city made under this chapter may file an appeal with the City Finance Officer. At the next succeeding meeting of the Common Council of the city, the City Finance Officer shall present said grievance to the Common Council and the Common Council shall set a date for hearing on this grievance, and shall give the aggrieved party at least ten days’ notice of the date set for hearing upon said grievance. At said hearing, the aggrieved may present any evidence or documentation which he or she feels is necessary to state his or her grievance, and the Common Council shall have the power to adopt, amend, or deny any order or determination previously made by the city, or an authorized employee or designee of the city, and accept or reject the grievance filed.
