§ 51.097 NOTIFICATION.
   (A)   The city, or its City Engineer, shall determine the total annual costs of operation and maintenance of the wastewater system which are necessary to maintain the capacity and performance, during the service of life of the treatment works, for which such works were designed and constructed.
   (B)   The total annual costs of operation and maintenance shall include, but not need be limited to, labor, repairs, equipment replacement, maintenance, necessary modification, power, sampling, laboratory tests, and a reasonable contingency fund.
   (C)   Each user will be notified annually, by means of newspaper publication in the annual report, of the rate and that portion of the user charges which are attributed to the wastewater treatment service.
