(A) All facilities shall be located, fenced or otherwise secured in a manner that prevents unauthorized access.
(B) Specifically:
(1) All facilities, including antennas, towers and other supporting structures, such as guy anchor points and guy wires, shall be made inaccessible to unauthorized individuals and shall be constructed or shielded in such a manner that they cannot be climbed or collided with and shall expressly include removing the climbing steps for the first ten feet from the ground on a monopole; and
(2) Transmitters and telecommunications control points shall be installed so that they are readily accessible only to persons authorized to operate or service them.
