All fees and charges, including, but not limited to, application fees, expert assistance fees, inspection fees and permit fees, shall be as set forth in the city’s Schedule of Fees and Charges in § 21.06 . For new towers or substantial modifications, all fees shall be sufficient to prevent the city or taxpayers from having to subsidize costs intended under this chapter to be paid by an applicant.
