§ 155.065 TABLE OF PERMITTED USES.
   (A)   Permitted. Uses which are permitted outright, by-right, without additional standards, within the indicated zoning districts, are indicated with a "P".
   (B)   Permitted with supplemental standards. Uses which are permitted, in the indicated zoning districts, if they meet the supplemental regulations specific to their use, outlined in § 155.066 are indicated with a "PS".
   (C)   Uses which are permitted in the indicated zoning districts only as a special use with approval by the City Council are indicated by “SUP”. Special uses are subject to quasi-judicial proceedings, are subject to the standards of § 155.066 and shall follow the procedures outlined in § 155.260.
   (D)   Districts in which particular uses are prohibited are indicated by a blank.
   (E)   A complete list of uses corresponding to those included in the Use Table are outlined in Appendix A. Where a use is permitted in the Use Table the coordinating uses under the heading in the Appendix shall also be permitted for the particular zoning district. This shall be the same for those uses permitted with supplemental standards, uses permitted by special use permit, and prohibited uses.
   (F)   In the event that a particular use is not listed in the Use Table or in the Appendix and such use is not otherwise prohibited by this chapter or other law, the Planning Director or his or her designee shall determine whether a materially similar use exists in this section. Should the Planning Director or his or her designee determine that a materially similar use exists using one of the methodologies listed below, the particular use shall be considered as a special use before the City Council and the regulations governing that materially similar use shall apply to the particular use not listed. The Planning Director’s decision shall be recorded in writing.
      (1)   The Planning Director or his or her designee may determine that a use is materially similar if a permitted use is similarly classified by one or more of the following use classification systems:
         (a)   American Planning Association Land-Based Classification Standards (LBCS)
         (b)   North American Industrial Classification System (NAICS)
         (c)   Institute of Transportation Engineers (ITE) Trip Generation Guide
      (2)   Should the Planning Director or his or her designee determine that a materially similar use does not exist, this section may be amended to establish a specific listing for the use in question.
   (G)   Minimum zoning district area (acreage) requirements are defined in § 155.080.
   (H)   A commercial site plan will be required for any development in the O-I, B-1, B-2, B-3, B-4, I-1 and I-2 Zoning Districts. Current site plan requirements may be obtained from the Planning and Inspections offices. This development is subject to the provisions of § 155.281(E).
