(A) No final certificate of occupancy/compliance for a commercial or residential development or manufactured home park will be issued until all required site improvements have been completed.
(B) In lieu of completion of all required site improvements, the developer may enter into a contract with the city providing for the installation of city improvements within a designated period of time. Performance guarantees of the contract shall be secured in accordance with the requirements of § 154.069 (Subdivisions); provided, however, that the bond may be waived by the City Council within its discretion.
