§ 154.030 CITY COUNCIL REVIEW.
   (A)   The City Council shall review the major, preliminary plat with the recommendations of the Planning Board and shall approve, approve with conditions, or disapprove the plat within 45 days after the recommendation by the Planning Board.
      (1)   If the preliminary, major plat is approved, approval shall be noted on at least two copies of the plat by the City Clerk. One copy shall be retained by the Planning Director or his or her designee; the second copy shall be returned to the subdivider.
      (2)   In the case of conditional approval, the reasons for conditional approval and the conditions to be met shall be specified in writing. One copy of the reasons and conditions shall be filed with the copy of the plat retained by the Council, and another shall be given to the subdivider. The City Council may require the subdivider to submit a revised preliminary plat with all recommended changes made before approving the plat.
      (3)   When a preliminary, major plat is disapproved, the City Council shall specify the reasons for this action in writing. One copy of the reason shall be retained by the City Council, and one copy shall be given to the subdivider. If the preliminary, major plat is disapproved, the subdivider may make the recommended changes and submit a revised preliminary plat.
   (B)   Upon approval of the preliminary plat by the Planning Board and the City Council, the subdivider may proceed with the installation or arrangement for required improvements in accordance with the approved preliminary plat and the requirements of this chapter.
