(A) The preliminary plat can be prepared by anyone as long as the final plat is approved by a land surveyor or engineer licensed to practice in the state. The preliminary plat shall be drawn to scale of one inch to 100 feet or larger, and shall contain or be accompanied by the following information which is made a part of the preliminary plat by reference thereon:
(1) The location, names and sizes of existing and platted property lines, streets, buildings, watercourses, railroads, transmission lines, sewers, bridges, culverts, storm drains, water mains and any public utility easements, both on the land to be subdivided and on the land immediately adjoining;
(2) The boundary line of the tract to be subdivided drawn accurately with all bearings and distances shown;
(3) Wooded areas, marshes and any peculiar natural conditions affecting the site, this includes floodways and floodway fringes;
(4) Names and addresses of adjoining property owners or subdivisions;
(5) Zoning classification and county tax listing, if any, both on the land to be subdivided and on adjoining land;
(6) Proposed streets, street names, rights-of- way, pavement widths and approximate grades;
(7) The plans for proposed utility layouts (sewer, water, gas and electricity) showing connections to existing systems or plans for individual water supply, sewage disposal, storm drainage and the like;
(8) Other proposed rights-of-way or easements, with their location, widths and purposes;
(9) Proposed lot lines, lot and block numbers, and approximate dimensions;
(10) Proposed minimum building setback lines;
(11) Contours with vertical intervals of one or less feet, as may be required by the Planning Board;
(12) Proposed parks, school sites or other public open spaces, if any;
(13) Title, date, north point and graphic scale;
(14) Names of owners, surveyors and designer;
(15) Site data, including acreage in total tract and acreage in parks or other land usage; and
(16) Sketch vicinity map showing relationship between subdivision and surrounding area at a scale of one inch to 800 feet.
(B) An administrative fee of $100 or $1 per lot, whichever is greater, will be charged with the submission of the preliminary plat.
(C) The preliminary plat shall be accompanied by a copy of any proposed deed restrictions or restrictive covenants.
(D) Where public water or public sewer is not available for extension to each lot in the subdivision, a written statement from the County Health Department shall be submitted with the preliminary plat indicating that each lot has adequate land area and soil conditions to accommodate the proposed methods of water supply and sewage disposal. The City Manager, or his or her designee, shall contact the County Soil and Water Conservation District Board and the Soil Conservation Service, and secure a soil survey and map with contours to aid interpretation of each subdivision in question, then supply the County Sanitarian with this information to aid in his or her evaluation.
